Risk Communication for Disaster Risk Reduction

Modern society is a risk society. Disaster risk and environmental risks are increasingly prevalent in modern society. In the past few decades, it has become obvious that only engineering-based structural measures are inadequate to reduce communities' vulnerabilities. We must promote nonstructural measures, such as rainwater harvesting for drought prevention, evacuation for tsunamis, furniture nailing for earthquake risk, and many more household preparedness measures. Although money, projects, and time have been spent on non-structural preparedness measures, their implementation remains elusive. Why is this so? Disaster risk issues are uncertain and complex. The conventional risk management approach presumes that sending the risk information to the people at risk will lead them to take preventive actions. Individuals' preparedness decisions are not solely determined by the availability and content of information, but also by how they interpret that information to make it meaningful to them. The knowledge and values of stakeholders regarding risk perception and policy options differ greatly. Social and cultural factors influence risk perception and preparedness decisions. Hence, designing effective risk communication is critical for the implementation of disaster risk reduction strategies. ?The purpose of this course is to explain how planners and practitioners can design and implement communication plans related to environmental risks and disasters.Objectives: - To introduce basic knowledge of risk communication.- To introduce the theories and approaches of risk communication.- To introduces the practical methods, tools and techniques of risk communication- To gain practical knowledge of risk communication strategies from real-life case studies on disaster and environmental risks.Course Contents- Why to study risk communication? Principles of risk communication.- Risk: hazards, exposure and vulnerability.- Factors affecting effective risk communication: organization, emotional and social.-
